Principal
Cobbie
de Graft has been practicing law since 1992. He
specializes in the fields of government contracts, construction
law,
and information technology law. He practices before the U.S. District Court
for the District of Columbia, the U.S. Court of Federal Claims,
the General Accounting Office, and the Federal boards
of contract appeals. He is a member of the bars of the District of
Columbia and New York State. He holds his law degree from the
Notre Dame
Law School.

Of Counsel
Ricardo Narvaiz' career has involved a combination of public service and the private practice of law, spanning over 21 years. In addition to positions with the Federal Trade Commission and
Department of Justice, his prior experience includes service with the Washington, D.C. law firm of Arent, Fox, Kintner, Plotkin & Kahn, and the Virginia
firm of Mays & Valentine. His practice focuses on counseling small, medium and large corporate clients in general business matters and civil litigation. He is a member of the bars of Virginia, Maryland, and the District of Columbia, and represents clients in the courts of all three jurisdictions. He is a graduate of the Harvard Law School.

M. Billups, Esq.
Of Counsel
Courtney Billups focuses his practice on
counseling small and
minority business concerns. Since 1993, he has
worked extensively on matters involving the application of Federal and state
law to litigation, rulemaking, legal analysis and policy-development
matters involving small and
minority businesses in numerous jurisdictions across the
country. He
is admitted before the bars of the District of Columbia, the
Commonwealth of Pennsylvania, and the U.S. District Court for
the Eastern District of Pennsylvania. He is a graduate of
the George Washington University Law School.
